no, you can have it 15th lap. but if you won the race at 1st you can have it without going 15th lap but you must pass the 5th at least to have the dragon

For me and some others yes,these 6 days left I'm on lap 5 and everyone else is at lap 2 or 1 so i ain't grinding unless someone gets to 3 (yes but only If others are too lazy)

You don't have to get to lap 15 to get the heroic dragon. If you get to lap 5 and wait until the heroic race event is over, you can get it straight away.
