French media can't be Anime? Anime doesn't JUST stem from Japan. Anime is a style of art and story telling. Avatar: The last Airbender is generally considered an Anime by many Japanese fans, yet it was created in the US.

Cultural context is important to anime too, as there are universal tropes that don't exist in other countries
