I think it's heavily hindered by slow ram as all non 3d zen3 cpus. In my recent benchmark I get quite a bit higher fps with my super tuned 9900KS even on full ultra

Yeah that's so insane a 10 year old game has a city way more alive and complex than this while running x3 times better

hello i have 5900x + 4090 i have 50 70 fps in 4k ultra no ray tracing i don't understand :(

The cpu is limiting the GPU. either way it would be a poorly optimized game. I'd suggest going to 1440p.
