The formula for Z-moves is set based on base power of the original move (with the exception of like 5 moves). So all base 40 moves will have their Z-move as a base 100. Idk how showdown would do it for status move tho, those are more random as far the additional Z-effects go

I don’t know if you are playing it up for content or whatever. But I believe the reason unova to the top has been the hardest is that you have had the least option for the pokemon. Almost all gym leaders appeared in black and white 2 battle thing making them have more options

There are three big parts of why the Unova leaders have been underperforming in comparison to past series: 1) Most of them are given kinda crappy Pokémon, especially their signatures. 2) None of the past gym leaders had to deal with gen 9's insane powercreep. 3) They are not given too much to work with. For gym leaders previously, they are given multiple different appearances with a PWT team to back up on. Heck, the Kanto and Johto leaders were hard carried by them being given Pokémon outside of their specialized type chart from Pokémon Stadium 1/2. The Unova leaders pretty much have only the PWT to work with. Speaking of point 3, I am very curious on how the gym leaders for future gens will work. None of them have a PWT counterpart to work with, thus most never gets a full team of 6.
