The other bounties that appear in Paleto Bay is the prison bus crash and the signal box one. The bus spawns near the lumber yard and the signal box one is literally at the paleto bay firehouse. (The characters you want to look for are either Ballas members or someone like Xavier Fremond) hope this helps!
