People stand still because of the mechanics of the game. If you played this game you would know that shooting while moving means you pretty much won't hit fuck all. If you pay better attention, you would notice that the doc ALSO stands still when he takes a shot he is just pro enough that he only stands still for the .3 seconds it takes to aim. Notice when he kills that guy in the sniper tower. He stands still and unloads. You can just go look at the mechanics of spread and it will be clear.
