As a Frenchman, it's not true, we actually love accents (as long as it's understandable). I think we have this reputation because we often correct people if they make a mistake to help them, for example something who would say "un baguette" instead of "une baguette", it's not to be unpleasant, it's to help, but some people could take this kind of remark negatively. When I speak english and make mistakes, people do not always correct me, so I don't know that I'm making mistakes and it doesn't help me to improve so I keep making those, which is not actually a good thing. It's two different ways of seeing language practice
