How does plasticine harden? What is the white that covers the entire sculpture?

I work in plasticine and it’s a non hardening clay. Depending on the grade some can be very solid at room temperature or when cooled. I have the same question though since I’ve never used plasticine for a final model, but to always mold and make a solid copy. I’m wondering if the white stuff is an hardening primer or rubber/resin coating that kinda retains the structure and keeps dirt/dust from imbedding in the clay?
