We hired a car near the airport. We did the online booking beforehand and told them that we intend to take the car to other countries. The car company provided the authorization letter to take the car across borders and you pay some fee for that . Then you can take car insurance at the border and pay. To hire the car, you need to provide a valid driver's. license. We hold the UAE driver's license so that was enough. The main point is to let the car company know that you are taking the car across the border beforehand as getting an approval takes time. This happened to us in Bulgaria and the car company didn't allow us to take the car across borders as they didn't know beforehand and couldn't organize an authorization letter on the spot so we ended travelling only in Bulgaria .
