It wasn't. The population decline in Cumberland had started a good 20 years prior to this looking at census data. It still didn't have the major hits it took in the 80's and 90s though so it still looks to be in good health but the decline had already started.

Sadly, it looks bad for the most part now. And the only businesses that come are hotels and restaurants in lavale. It's like we're a lost cause now.

That's what the city administrators wanted. Bring in the prisons and drugs. Build a road over the top of the city and watch everything fall apart. I came back home after marrying, walked down Baltimore Street and cried.

The highway ripped out the ghetto fifty years ago and it backfired. Now the entire town is a ghetto. The highway opened the floodgates for drug traffickers. This is the worst place I have ever lived. I deserve better but I have nowhere to go.
