Okay right where that basket ball court is the Police Dept. have a program for the youth I remember seeing a truck and some off duty officers playing gamed with them...hmm wonder if they still do that?

Driving a "tractor and pulling a trailer "on this particular thoroughfare , WAS and STILL IS AGAINST THE LAW ,VIOLATOR ! AND PEOPLE continually complain about the conditions of the roads, streets, and avenues.ONE NEVERS SEE THIS KIND OF VEHICLE DRIVEN PAST ANY HOSPITAL IN THE COUNTIES SURROUNDING BALTIMORE CITY;YET THE MAJORITY WHITE COP FORCE SEES THIS DAILY AND DOES NOTHING.

That majority white cop force probably does nothing for fear of being called racist by the black tractor trailer drivers and black residents. (BTW, the truck in this video is not a tractor-trailer.)
