The question asks for the effect of the support settlement on the reaction forces. This means in our analysis we only consider the settlement, not the applied loads. The fixed-end moments (FEM) in a member come from the applied load, not the support settlement. Since the applied loads play no role in this analysis, the FEMs = 0.
