why does chlorine or fluorine make something nonpolar?

may i consider the less the carbons in a molecule, the less degrees of nonpolar to be suppressed by predicting the drug solubility in aqueous? for the polar functional groups

i had a test recently on medicinal chemistry and i got a question to define RELATIVE and ABSOLUTE SOLUBILITY and i got confused beacause it was my first time hearing such thing.... So can anyone please tell me what is the definition od the terms above?? HELP HELP

Ivan Krstev hey..relative solubility means solubility of particular liquid w.r.t.solubility of reference liquid (usually water). Absolute solubility means max. amount of solute that can be dissolved in particular amount of solvent..
