The business model is wrong. Testing can only improve if more revenue is made to spend on expanding the testing procedures. Any additional testing processes needs to be funded, therefore the sport needs to look at how athletes, sponsors and fans can contribute to that with a % of revenues from those streams being allocated to a globally designed doping control system. Otherwise we will continue to see what is endemic in cycling and marathon running.
