Obama issued the "Cole Memorandum" in 2013. This memorandum provided guidance to federal prosecutors in states where marijuana had been legalized for medical or recreational use, suggesting that they focus enforcement efforts on specific priorities, such as preventing the distribution of marijuana to minors and preventing revenue from the sale of marijuana from going to criminal enterprises.
