If you follow all the main quest, you should got job skill reset skill if i'm not wrong, or you can buy skill reset at Blood, Sweat, and Tear merchant near mission board

is maxing double slash compulsory? can i avoid maxing it?

Nope, just focus on buff and passive, the rest is up to you, you can take any active skill until Vandar SP reach 45
