@Legoghost14 there's seems to be much debate about the car, and the way it sounds. i agree it dose not sound much like the general from the tv show, however i can tell you I did get the car engine sounds from the 2005 movie. i know that dosen't justify the crappy sound, i just thought i'd share that titbit with you all.

the reason its not orange is because you have to install the color manually. open the gtasa directory and go to the data folder then find carcols dat and open it. then scroll down to the car that needs the color. and then look at the readme and see what the color for the car needs to be and copy and paste the color line over the origional in the carcols dat.

Sorry Man, It dosen't exist anywhere but my pc. I haven't realsed it because I am currently busy with, Back to the future: Hill Valley Mod, and I don't have permission to re-realse the vehicles, as i have made changes to them. I don't plan on releasing it anytime soon. but keep an eye out down the road.

@josh3329 to get Vice City on the PC or the PS2 your best chance is ebay or amazon, I got mine from one of those for 2 bucks.

would this code work for the playstation 2 version because it should infact it should work for all gta games for all consoles insteat of just only for pc

This was never tested. Dealing with the disks back then was pretty difficult. Nowadays it may be a bit easier if you could somehow code in the mod through a usb or something.
