If you were wanting to know how the white spray paint looked neon it's because it was on pink that had a darker shade around it making that effect. You can try this in different ways. Get any color that you have a darker shade of and make a shape with the lighter color under white and the darker shade surrounding the outline. Hope this helped some people!
