Its because they changed samiras r to do 0 damage at rank 1 that scales with bonus ad and sylas builds ap so its useless

However, each individual shot from Samiras Ult can critically strike, and thats her dmg source if built the traditional way. Sylas doesn't build crit, so he'll miss out on most of the damage
