They do if they go solo. No way around it. There's an match MMR modifier that puts you against lower ranked players if you go solo. Here they're going duos. So the match modifier is non-existent and they are going against similarly ranked players.

trying to understand how the two shots seconds after 50:55 hit. cross hair no where near target, hip fire, second one clearly hits window frame to the right of the target and someone zips to the left after hitting and kills.

Before saying something looks weird, realize that the In-game Spectator camera is NOT the same as watching someones gameplay Directly through stream or video. This is common knowledge by now, everyone knows spectator camera/killcam whatever you wanna call it is Not accurate and you shouldn't use what you see there to get suspicious.
