Theoretically, Sans could still have KR (it's never specified that people whose LOVE is greater than 1 can't use KR) but people kinda forget that KR scales with LV, so someone with LV1 won't have any KR and their Mercy Frames would be at their max, whereas someone with more than LV1 would get something like (Level - 1)*0.2 KR on hit (rounding up), since one hit in the Sans fight deals 4KR on hit on top of the 1 damage he deals. Also, Mercy Frames aren't specific to Sans, but they change with your LV (you can see this in Undertale) - more LV means less Mercy Frames.
