Many people only get offers from lower division colleges because they lack in certain areas of their game.

He could probably play D-1 but there are a lot of reasons for choosing to play d-3 instead. education, location, loyalty, etc. Also if he played d-1 he might not get much playing time so playing d-3 he gets to go out and get buckets every game rather than sit on the bench or play 5 minutes a game.
