It is quite logical if you think about it. Global warming is a Global problem. If a company is required to reduce co2 emisions by X amount, the company could spend 5 milion here in europe to replace a moderatly bad polutor with a slightly better machine or system. Or the company could spend that 5 milion and make a way bigger positive impact on the environment that way. At least thats what a layman like me thinks. :) Ofcourse there are problems with it, but i get why lawmakers wanted to try this...

Many years ago so called advanced modern nation's made a group overseeing pollution and made rulesets for the rest of the world to follow. These rulesets allow to offset your business or country pollution by purchasing another countries pollution allowance. Their made up system to fix pollution is silly and has been going on for years, Germany being ripped off happened over years and this news piece does not cover the history and backstory of this system to show us how Germany was blindly spending money

Carbon credit itself has Many issues and some companies would take advantage and file them on existing projects. Most Mega Green house reduction projects in China are government related, If government agencies were consulted That they will gave a list of all the existing projects and the upcoming ones; it seems That the some German companies Might have been accomplice to this.

Even if that plant that captures casing head gas was built a year later it still doesn't make sense for "carbon" capture. According to this news story it was being liquified. That means it was meant for use somewhere else in China's economy as a source of energy. In other words it was going to be combusted in a boiler or a gas turbine or in furnaces in thousands of homes which is better that combusting it in a flare. Carbon dioxide is created in any case.
