I am a professional artist, and I would say that it looks to me like the client may have steered, the artist unintentionally, and the artist in an effort to please the clients overdid the requests. I am happy to say that I had one very similar project that turned out like this (so I can relate), which no one will ever see, but it kept the utilities going so there's that.
