Why do some languages use static and some use dynamic? What are the advantages/disadvantages of each. Static seems much simpler to figure out.

I think generally nobody uses dynamic scope anymore. We teach it in comparative programming language classes so that students understand what's been done in the past (we also talk about its problems when we do that, which this video doesn't.) Static is much easier to comprehend as a programmer. It probably requires a little bit more from the compiler writer, though.
