Defeat Xiahou Shang, then make your way down the central hill and trigger Cao Cao's appearance. Weapon Box appears to the west of Cao Cao's starting location.
Other notes:
A nice relaxing weapon this one to obtain. You can trigger the appearance of Cao Cao before fighting Xiahou Shang if you wish, it doesn't matter the order of operations with this one. You don't have to trigger the Shu charge either, which is done by riding a horse down the central hill before Xiahou Yuan starts his charge. Just approach the gate near the bridge, Cao Cao will appear, and when Xiahou Shang is defeated, the weapon appears.
