No body was a better or more famous strategist than Jia Xu but I would say that Guo Jia, Sima Yi, Xun Yu, Xun Yun, and maybe Zhou Yu would be very close

Shame they pronounce Pang De's name is not the same like in DW5 anymore. You know "De" they pronounce like in "the best" not "desk"
