I juat bought one it only does 3 mph when I press throttle does this do the same as in you have to pedal to keep any speed up

In full electric mode I can go at just about top speed on the A1F which is about 15mph on flat surfaces. Going up inclines I do have to pedal to keep the motor from bogging down. But on inclines it may not reach top speed even pedaling.
