I don't know where this is, oh Pakistan? I don't think that's an eagle & it's eaglets. Looks to me, like a type of hawk or Kite, by the looks of the tail, & the feather's starting further up on the legs, plus the birds size 🙂

You are correct. It is not an eagle and for the reason you give: the feathers starting further up on the legs (as in not feathered down to the toes). The distinctive throat markings and what might be a crest have me thinking Crested Goshawk. The very white eyes might help. Beyond that, no real idea. It would help to know where in the world this is
