Many painted pictures are quite consistent with the real faces of these people; you also need to take into account the age at which the person is depicted and his attitude towards the photograph; the time interval can be a significant amount of time.

Pregnancy, menstrual cycle and menopause play a big part in a woman's appearance. Depends on their condition at the time their portrait was taken. The Queen was grieving the loss of her husband.

How many years difference between the paintings and the photographs?

It’s going to be highly variable. Some of them look like they’re fairly contemporaneous, while others there’s clearly a large age difference. In very old photographs, they probably didn’t have a lot of choice as to selection. It might have been helpful if the respective dates of the photographs and paintings were shown, rather than just and age range for the sitter.
