Could you advise on the following situation regarding an earth dam in France at least 50 years old. We live in a property immediately below the dam which retains a 250 hectare lake used for seasonal irrigation by feeding a small river which runs through important agricultural land. In recent years it has become apparent that although there is evidently no 'piping' or conventional leaking, the dam was constructed on a spring line and the upsurging spring water pours from the base of the downside elevation, The water has been channelled previously in pipes and tubes but increasingly fine sediments from the internal impervious layers of the dam are found in the water. Attempts so far with large scale work to suppress the springs with layers of gravel and impervious membranes have been unsuccessful (most recently in work concluded this week!) The water continues to flow rapidly and contains fine clay particles. Those in charge insist that it is not the result of leakage or piping and that seems to be borne out by the evidence that the water is very clear and much warmer than the surface water. Springs abound on this side of the valley. Although the intention is to keep the lake at very low levels at present, should we be concerned given the location of our property which once functioned as a water mill in the old river valley. We are very short of information and dismayed that there is no close consultation with us about the complex engineering work being carried out right next to us. If you have any advice we would be very interested to hear it. Or to point us to other sources of information comprehensible by an intelligent layman. Thanks!
