A new system called “Shake Alert” warned about 21,000 people near Santa Rosa, California, to seek cover with instruction to do so after a 4.4 magnitude quake hit the area. NBC News’ Joshua Johnson is joined by Dr. Robert de Groot to discus how the systems works and what is next for it.

I live in Japan and have access to a number of phone apps that work in this way. The one I currently use sends a notice as soon as detection is triggered with the time attached to the notice. Then I get another 'corrected' notice if something about the warning is inaccurate. The only time I've gotten a concurrent warning is when the earthquake happened at my location. It always sends the notices ASAP. And, there is a setting which overrides any phone silencing for larger earthquakes. If the magnitude is significant, my phone lights up, beeps very loudly, and vibrates no matter what mode it is in.

@@lilmaxAlarcxn the "among others" bit is the key here. The USGS is a US organization that other non-US organizations participate with. Many countries on the planet have their own version of "geologic survey" and monitor tectonic shifts, volcanic activity, and the like in their particular regions. With that said, Japan has a TON of early warning organizations for a variety of natural disasters. Many of which don't rely on anything the United States is doing.

Although I was about half a mile away from the epicenter, at the SRJC, the alert system was almost instantly sent the moment we felt shaking which was quite impressive, I had my girlfriend and her brother get the text alerts in the next town over in Rohnert Park with a lot more time to react to the incoming quake. FYI: P waves propagate through the Earth with a speed of about 15,000 miles per hour and are the first waves to cause vibration of a building. S waves arrive next and cause a structure to vibrate from side to side. They are the most damaging waves, because buildings are more easily damaged from horizontal motion than from vertical motion. P waves are not always felt even.

Unfortunately in the US, government buildings are given priority for seismic upgrades, and they are reluctant to spend any money on earthquake preparedness. We are taught drills but what good is sitting under a table when the building is going to collapse on top of you? In fact, I'm not even sure this was funded by the US, but instead by the universities that developed the technology, and phone providers were the ones who decided to implement the data and turn it into warning systems. I've always envied the warning systems and I know the US could do so much better if it was something they cared more about.

I have the app as well as one that is under the name 'Earthquake Network'. I live in L.A. and as much as I want to give props to the Shake Alert, I recommend Earthquake Network to those living in any area prone to quakes. I have yet to hear anything from Shake Alert while the Earthquake Network app has given me several heads up moments. I have the settings on each that I should be notified but Shake Alert doesn't seem to want to give notice unless it is a sizeable quake or in my backyard. I disagree with this formst because people need to become familiar with the sound so that the few seconds they get are used the best way possible. If they are trying to figure out what the sound is, they won't get that second or two that means a heck of a lot of difference. For me, that sound means i know it is coming and therefore i am ahead of anyone that doesnt have it or is wondering what the sound is that they aren't used to. And no, I haven't become complacent or lazy when i hear the alarm on Earthquake Network. Each tkme it has gone off, I am notifying others around me as I prepare for shaking. So, hopefully Shake Alert will become a little more liberal and allow a smaller quake in the 3 range or a little farther away than our county line. It could save a life. Yes, I gave this feedback to Shake Alert.

The warning time depends on the distance. In 1989 I was watching live TV doing split-screen news coverage with an on-the-scene reporter in Watsonville and two interviewers in the studio in San Francisco. I was halfway in between. Suddenly there was another aftershock of the Loma Prieta earthquake… with the cars in Watsonville visibly bouncing and the reporter clearly scared and excited. The people in San Francisco… “we don’t feel anything here”. Then after the event was over in Watsonville the shaking came to us and neither set of people on TV were feeling anything. Then, after the event was fully over for us, finally the shaking started in San Francisco and we could see objects in the news studio swaying. The reporters were clueless as to how slowly the earthquake waves moved. They did not understand what was happening. In the Loma Prieta earthquake most people died when a double decker highway structure connected to the East end of the bay bridge pancaked… the “Cypress structure”. I had driven through it the weekend before with an eminent Czech seismologist, and told him as we drove through it “this highway structure was built in the 1950’s to what was then considered good design, but we now know it will collapse in a large earthquake”. It needed spiral bracing added to the support pillars and was high on the list of projects to do. If I somehow knew a quite large Earthquake just happened way down the peninsula and knew the section of freeway over my head might be about to pancake down on me and crash down, and I had the warning time those people in the SF TV studio had, could I have stopped the car and run? I think yes! Gotten a kid out of a child seat too? Maybe?

My point, if you're going to scare me to the point of me wetting myself.....it needs to be more than a little rattling. I like the thought/idea of sending the alert if its over a certain magnitude. @@spikeybunny6577 - Sorry but based on how humans respond to every day situations and previous earthquakes… I have to disagree with your take on this. In a scenario where this would be used, the average human brain can’t even comprehend what’s going on in a couple seconds. People already stand around for several seconds, grasping what’s going on when earthquakes hit. You would get an alert, likely already delayed.. that you are unfamiliar with… likely on your phone… your brain would have to first make sense of what’s happening and react to the alert by grabbing your phone, reading said alert, then realizing that said alert is just a a second away… then realizing you must take action. If it’s only “a couple seconds” warning (couple means 2)… you’ll likely already feel the quake by the time you understand what the warning is about.

Its quite easy to understand an areas threshold for being in risk of having a quake, the same cycles happen thousands of times each day, with more and more cycles happening each time. May be good for local information, to show what number you may be at risk in daily life. yw

whats so amazing is ..... that not only is there actually an established system of protocols..... this is actually acknowledged, responded to, and acted upon/relayed to the public so incredibly fast.... but that local/national govt, have !any! involvement what so ever with ANYTHING acting so quickly. I'm completely amazed thats what i call a "technological success" !!!!!! . . . (me: the only one in the room clapping???)

Very good and congratulations. However I firmly believe that the best pre alert system probably comes from the animals, birds and insects. Why not study all of Mother Earth living Beings and you'll probably have a lot longer than a few seconds. This takes decreasing human Arrogance

glad it works but how does it technically work, because "seeing and hitting up" vs the multiple intricately connected systems, monitoring the multiple aspects of an earthquake translating the raw data via ai or what ever....I mean is it illegal to be detailed?

This alert systems seems to go through to many hands before the public are warned Cut out the middleman and report direct to the people Also this behavioural data assessment seems a little to invasive, just to tell people an earthquake is about to happen or could happen Sorry but this system seems to be less effective than it should Maybe less of the social science and more with the direct people reporting Just an observation IMO

Seems to me the USGS actually doesn’t do us very many favors by hiding actual raw data & downgrading events that lead up to threatening life events. If they are actually studying what ppl do they are pretty dumb! They need to get the alert out there quicker & also allow more time for ppl to take steps in saving their own life by giving good real data that happens ahead.
