Here is the truth about #6, I've seen the original video, so apparentally someone at the NOAA office hit the Special Marine Warning button to send a Special Marine Warning out to all radios, but then what happened is that the person that pressed the button must have freaked out and shut off the power to the transmitter by accident, this is most likely true because if you keep watching that video, a Transmitter Carrier Off advisory is issued, meaning that the power to the main transmitter was shut off by something, most likely the operator, and then the backup transmitter sends out that Transmitter Carrier Off advisory, I don't know what those weird noises were though, it was probably random noises being made due to it shutting down.

Also here's the truth about #2 too, the NOAA offices do testing of their own at the station, this includes the weird super long unrecognized S.A.M.E. headers that you hear, this is a rare occurrence where the operators forgot to shut off the primary transmitter before conducting these tests, so these long headers get sent to every radio in the area for everyone to hear.

Basically following on what he is saying here, how SAME works is it codes the alert, alert type, alert locations, and the alert message of course. The bigger the alert is across multiple counties, the longer the SAME header is. This is why they send a RMT for the "Entire STATE of ... " because having all the codes in for all counties of a state (Imagine what that would be for TEXAS) its going to be VERY VERY long. But its all in the coding that makes this system reliable and successful in alerting the public.

5:19 so "fail" number 7 is actually not a fail. This type of screen is generated by the Trilithic EASyPLUS Endec. When a RWT is sent, it does not include a voice message, instead just EAS Headers and EOM only. This person missed the Headers and that's why there was no message. It is just standard procedure.
