It spawns golems, just not down in the pit. Do you know how to fix that?

Make sure that there is no caves around your farm IF there is any place slab in caves to prevent golem spawning in caves

Do you have to have exacly 20 villagers?

Having 10 villagers will spawn one golem, having 20 will spawn two golems, and any more than 20 won't affect spawn rate
