Phil definitely didn’t ‘win’ this feud. He kept threatening to kill Archie but was never going to do it, and Archie was able to keep winding him up and calling his bluff. The whole experience badly damaged his relationship with Peggy, and caused him to go off the rails and hit the bottle again. Archie’s death of course had nothing to do with him. One of the rare feuds since Steve McFadden’s return from his break in 2005, that Phil didn’t ‘win’.
