For a beginner like me, it would really help instead of just saying "create a new layer over the top," say HOW to do it. I tried doing the same thing as I was watching this but nothing was working for me. It's really tough trying to find a step-by-step instructional video that not only tells me WHAT to do, but also tells me HOW.

Those are basic skills that would make this advanced video too long and drawn out. There are untold number of excellent and professional beginner tutes and courses on youtube. you really need to learn the basics first. illustrator has a fairly steep learning curve but once you have the basics its opens up soo much more.

You can find a free Photoshop /Illustrator beginner course, learn all the basics and then watching and following tutorials like this would be much easier.
