Your problem is related to the application's lifecycle. Whenever your app closes, the Android system terminates all its services, so you cannot receive requests from other users. The solution is to start a Background Service with Broadcast Receiver before the system terminates your app (at onDestroy method). This service listens to requests and restarts itself (it also will be terminated by the system many times) until the user opens the app. The Broadcast Receiver will help users back to the video call screen when they tap on the notification. It hard to explaint by a comment.
