Effectively half the classes have a shotgun. "But there are 9 classes! that makes no sense!" ... well, 4 classes have a shotgun... and Scout has a half shotgun. The Scattergun stats are precisely a shotgun with higher damage ramp up (175% instead of 150%) and slightly faster reload. In the Spanish localization the Scattergun is literally just named Shotgun (Recortada), same as the others.
