It’s both, than only you are qualified some states not providing licenses so NCSBN scores are mandatory to submit

Thanks for the info.....I came to know that EB3 visa waiting period for India is 11 years ....Please give info on this, my exam is next month ....and if so then is it a good idea to go with my husband on L2 visa and process for a Green card there ...

You can appear for NCLEX anytime because your license will never expired only condition is renewing process timely. Also you can process your EB3 anytime after changing your status of visa like L2 or any student visa but remember you will get your green card as per your country waiting time no matter you are inside or outside USA.
