We are providing PLINTH BEAM at ground level , Can Plenth Beam be designed to bear this moment?

I didn't understand your question clearly. I may not have sufficient expertise to answer this. You may have to discuss this with a structural designer.

Plinth beam generally provided at the ground lvl..as it reduced the length of the from the top..to the footing..so it reduces the moment capacity..produced by column...but in case of eccentric footing generally non-uniform soil pressure occurs from the bottom.and chances of differential settlement generates..... therefore to get the uniform pressure from bottom..we provide the strap beam...and connect it with internal footing..hope u understand..the concept..
