I have one. I have a anxiety attack and I also have angina and this is fantastic because when you have an attack, I’m already on the side of the road at your stop it call my husband on your cell phone and he comes and get me. this is perfect for someone like you.

There are some in the US. Like the Q-Runner Mobility Scooter. They cost around 5k to 10k, but you can also do monthly payments too

These are almost certainly not street legal in many/most places in the United States. Four wheels puts it in a legal limbo that prevents it from fitting in with electric scooters and bicycles.
