The mod lines either side mean that if the value is negative it is read as positive so r < 1 means that r is less than 1 but if the value was say -2 then the mod lines would read it as 2 which is not less than 1. The smallest number to go between the mod lines to then be read as less than 1 is -1 so | r | < 1 means the same as -1 < r < 1. because if the series is to converge rather than diverge the common ratio r must lie between -1 and 1 so as r is 2Cosx we can put that in the inequality and divide both sides by 2 to get that cosx must lie between -1/2 and 1/2 then just do inverse cos to get the angle which is Pi/3 , hope that makes sense.
