If it doesn't have a : it means it doesn't activate, so it's an inherent summon. Chaos Sorcerer, BLS and CED are like that too. The Dragon Rulers have the : on the summon effect so it means it activates and starts a chain.

I’m pretty sure G1 Fortress still lives if its equipped with Gearframe it’s like activating dark hole wheb you have dracossack with tokens
