I remember watching an interview from the early 2000's where Eduard talked about this song being about a cowboy happy to be home. He was all set to perform the song when, government officials told him he was not allowed to sing the song because it sent messages of pro-western ideas. He decided to change all the words into melody rather than not perform at all.

if anyone wants a touch of history about the meme, the video was recorded while the soviet union was still going strong, and the song originally had lyrics that painted america in a positive light, so it would have been censored and removed from the air if he sang it with the actual lyrics, so instead, he chose to convey the tone of the song with his delightful onomatopoeia, because he enjoyed singing it so much, and the emotion comes across, even if he isn't singing anything intelligible.
