Question no. 1 is totally wrong... Becoz In command polity states are soverign and have a authority to bring changes, it is also for long term oriented goals because command polity stressing equity with sacrifices... And there is also have a centralization of authority sometimes it mixes with democratic auspices and sometimes with Authoritarian..for example nehru years(democratic) and indira years(indirect)... Plz review this question

But i have read in an article titled as political leadership by Ramchandra Guha ( in the article the oxford companion to politics in india) that this idiom operated at the margin of formal politics. Please clear it, what it actually mean???
