The past 2 elections more than half the people eligible to vote did not vote, more than half, and the iEC has to make plans based on the expected turnout, not the number of people eligible to vote. That is just not practical, no one does that anywhere in the world. It cot lot of money to capacitate voting stations, and it would be a waste to capacitate stations based on everyone over 18, when in the pst more than half of these people don't vote.
