Check the CRD pressure. Going to find the video that shows what switch to turn. Additionally, check if you withdrawn the right rod and make sure RWM os initialized properly

How do you know when to switch the irm level

Typically, You would want to switch the IRM level once the gauge reads 70% or higher. Dont let it get to high though otherwise it may trip the reactor (if i remember correctly)

Assuming you are talking about the RCIC Turbine Operations, Yes. That has not changed. RCIC still needs to be preheated over a period of time.
