The external force is referring to Duterte. Only Duterte can influence the decision of the 4 PDP senators. "External" refers to someone not inside the government.

Why is Sen. Ejercito babying Sen. Dela Rosa? Given Sen. Dela Rosa's background and experience until he became the Duterte administration's PNP chief, he is not a stranger to "immense" pressure. With the roster of senators we have, Filipino voters have to do better. What laws have been drafted by the senators? What resolutions have been filed? We need more senators like Sen. Hontiveros.
