Gta vice city felt like a joke. Military with mp5 felt barely different than fbi. And whats worse, military vehicles come with only two soldiers vs 4 fbi agents in rancher, making their vehicles and agresive driving style the only thing that makes them more dangerous. Gta 3 had military with m16 skinned miniguns. San andreas made the military more menacing, with laser-accurate m4s.
