Sounds like it was released from 1985-88 even though actually being released in the mid 90’s. After looking at her hair and the cover of one of Rasa Bukelytė’s albums, I can confirm that that’s her on the cover of “3’as Smūgis”.

Yeah I noticed that with a lot of music coming out of former Soviet satellite countries. One that everyone comments on sounding like it came out in the 1980s is History O - Midnight Voyage. It came out in 1993.
